The next great conflict over artificial intelligence may not happen inside a laboratory.

It may happen at a utility commission, a zoning hearing, or across a kitchen table when the electric bill arrives.

For years, AI has been described as something weightless. A cloud. A model. An intelligence that appears when we type into a box.

But intelligence lives somewhere.

It occupies land. It draws water. It consumes electricity. It requires transmission lines, substations, chips, cooling systems, backup generators, tax agreements, and communities willing to host the machinery.

Meta reportedly plans to operate 14 gigawatts of computing capacity next year. The company could spend as much as $145 billion on AI infrastructure this year alone.

That is not simply a technology investment. It is a new industrial geography.

And the people living inside that geography are beginning to notice.

A recent Reuters/Ipsos poll found broad opposition to the current pace of data-center construction. Seventy-seven percent of respondents were worried that the boom would increase electricity prices. Resistance crossed party lines.

The Verge reports that local opposition delayed or stopped at least 75 projects worth approximately $130 billion during the first three months of 2026.

This resistance is often treated as an unfortunate obstacle to progress. Residents are portrayed as provincial, frightened, or incapable of understanding the national importance of the AI race.

That framing is convenient.

It allows private companies to describe their ambitions as a public necessity while treating the public’s costs as local inconveniences.

A community may be asked to provide tax incentives, water, land, grid capacity, and tolerance for years of construction. The permanent facility may then employ relatively few people compared with its physical and electrical footprint. Meanwhile, the products and profits can flow almost anywhere.

This does not mean data centers should never be built. AI could produce genuine public value. It may improve medicine, science, education, accessibility, logistics, and the capacity of ordinary people to create and solve problems.

But potential benefit does not erase the need for a social contract.

A legitimate AI buildout would require developers to pay the full cost of the electricity and infrastructure they consume. Household ratepayers should not subsidize corporate computation through higher bills. Water use, emissions, tax concessions, and grid agreements should be publicly disclosed before approval, not discovered afterward.

Communities should receive durable benefits, not ceremonial grants and a handful of construction announcements. That could include revenue sharing, public ownership stakes, guaranteed rate protections, investments in local renewable power, or access to computing resources for schools, universities, hospitals, and small businesses.

The principle is simple: those who carry the infrastructure should share in the intelligence it produces.

Otherwise, AI becomes another extraction economy. Resources move upward. Costs spread outward. Decisions are made elsewhere. The public is told that sacrifice is necessary because another country might build faster.

Speed is not democratic legitimacy.

The communities resisting these projects are not necessarily resisting intelligence. They may be demanding the right to negotiate with it.

The future of AI will not be decided only by the people who train the models. It will also be decided by the towns supplying the current, the workers building the facilities, the families paying the rates, and the citizens asking what exactly they receive in return.

The question is not merely whether we build more intelligence.

It is whether we build a society capable of saying what that intelligence costs, who pays for it, and who retains the power to say no.
